on the matter on wednesday night. jackie bensen, "news 4 today." >>> virginia governor bob mcdonnell is expected to unveil a plan to impose a 4% tax on all bars and restaurants. according to reports, the 4% tax includes a 1.5% tax on all stores and restaurants that sell liquor and 2.5% tax on the overall annual sales. the money raised would make up for the money lost if the state privatizes the liquor store. together he believes the changes could bring in $260 million a year. >>> police in howard county believe a woman found dead inside a burned out apartment died before the fire started. firefighters were called to an apartment in the 6,000 block of majors lane for the report of a fire. when they arrived, they found the body of a woman in her 30s and a man suffering from undetermined injuries. police believe his injuries also occurred before the fire started. they are looking into the possibility that the whole thing may have stemmed from a domestic dispute. mean while, the victim's names have-nots been released. >>> the man accused of shooting at a bethesda woman is waking up in jail this morn

for him. they spotted a car on the side of the road in manassas. he identified himself as a virginia state trooper. further investigation revealed he is not a trooper and there is now a search warrant for his arrest. the man accused of shooting his ex-girlfriend is in custody but his vehicle is still missing. tuesday the montgomery county police say joshua prince fired at least one shot at his ex. that sparked a regional manhunt and he later turned himself into police in pennsylvania. authority have not been able to locate the chevy tahoe. authorities will escort prince back to montgomery county where he is facing attempted murder charges. >>> several attack around the university of maryland campus are prompting authorities to step up the patrols this weekend. prince george's county + say there have been at least five robberies around umd in just the last three week. three students were reportedly beaten and robbed last weekend. the robberies were reported on monday within minutes of each other. the university's police chief that he may form a task force to focus this problem. >>> decision

pole knocked down there overnight. overnight construction on the beltway in virginia and tysons and the outer loop should be cleared. 95 south, the construction should be cleared out of the way as well. >> thank you. we're following a developing story now from california where one person was killed after an explosion and fire ripped through a neighborhood near san francisco. >> authorities say a ruptured gas line might be to blame for this inferno. all of it took place in the city of san bruno. officials say 53 homes were destroyed and another 120 were damaged. the fire is 50% contained. >> it was like an earthquake and a lot of rattling and the noise was phenomenal. it was so loud. >> at this point, officials don't know how many people were injured or how many are unaccounted for. crews plan to search through the rubble of the burned out homes later today. >> our other top story now, nine years after 9/11, religious tension still running high. at issue, an islamic cultural center near groundo zero and pastor's protest. at this time he has suspended plans to burn the quran. >>

in prince william county are hunting for a man who fool them into thinking he was a virginia state trooper. at around 11:00 p.m. tuesday, an officer stopped a black honda civic. police said the driver, sylvester small, told officers he was a state trooper. police discovered the truth after he left. now he is wanted of charges of impersonating a police officer. >>> a judge has ruled prosecutors may use statements given to detective swollen prison on other charges. the trial is scheduled to begin in october. he has pleaded not guilty to first-degree murder in the case of john uribe. >>> -- in the case ofchandra levy. >> propane could have been shipped to 12 states including virginia and maryland. the improperly treated propane is involved in the investigation of a deadly explosion in massachusetts in july. >>> let's get to that story of the developing -- a developing story of a gas explosion in california. almost 40 homes were destroyed. some planes are still burning and rhett -- some flames are still burning, and rescuers are still looking for victims. >> this residential neighborhood south
a northern virginia man staged a violent incident at johns hopkins hospital in baltimore. police say he shot a doctor and then shot and kill his mother and then turned the gun on himself. this morning, that doctors recovering and now the gunman's family says he was likely overcome with grief about his mother's condition. sarah joins us with more on this. >> police say paul warren pardus became so upset when he heard about his mother's condition, he shot the surgeon. the wounded surgeon was shot in the abdomen. pardus barr indicatedded himself in the room with his mother. >> my boss came running in and he told me what happened, that there is a guy running around with a gun. and to stay put. it was carey -- scary knowing that somebody was running around with a gun on a rampage in a place where we're supposed to be protected. >> this morning, johns hopkin is operating as normal. >> pardus lived in south arlington with his mother in this home along south kenmore street. neighbors described him as friendly and quiet. they say he and to be his mother's
